ThroughTheLens — A turn for the better or worse?

Knox County is reportedly sponsoring a project to add an additional turn lane for drivers travelling eastbound on Kingston Pike, turning onto Lovell Road. The project will be paid for by federal money from the Congestion Mitigation Air Quality organization. Is the traffic congestion bad enough to warrant an additional eastbound turn lane from Kingston Pike onto Lovell Road? Would re-timing the lights at that intersection correct the problem? Are there other areas on Kingston Pike that should be looked at?
