Flag burning: political
statement or criminal act?

Last Saturday, David’s Carpets owner David Hayes was alerted by Knox County Sheriff’s deputies that the flag that flies above his business was burning.
No threats were made and no one has claimed responsibility.
Is the burning of someone’s flag a political statement? When does a political statement become a crime punishable by law? If this was a teenage prank, should the parents of the children be held criminally responsible? Should a teenager or political activist serve prison time for committing this act?
