KCSD arrest West Knox pair in abuse case


A 23-year-old woman and her 20-year-old live-in boyfriend have been charged with aggravated child abuse for severely abusing the woman’s four children, Sheriff Tim Hutchison said in a news briefing Monday afternoon.

“This is a horrible child abuse case and the worst one I’ve seen in some time,” Hutchison said.

The Sherriff said the children were bruised, had bumps on their heads and other injuries.

Stephanie Jo Allen and Phillip Corey Reep of 8909 Ripon Circle in West Knox County were arrested late Sunday night after law enforcement was alerted by the children’s grandmother that the woman’s boy-friend was in the house and was not supposed to be there.

On arrival at the home, deputies reported founding Reep hiding in a bathroom and the children suffering from burns, bruises, cuts, bite marks, and other injuries. The children, a 5-year-old boy, a 4-year-old boy, a 3-year-old girl, and a 1-year-old boy were all taken to Children’s Hospital.

The 3-year-old girl, who was suffering from extreme burns on her buttocks, was admitted along with the 1-year old. He did not suffer any burns, but had other injuries. The children are now in state custody.

The older children told deputies that Reep was the one who abused them and that their mother was aware of what happened.

Reep is in jail on a $1,250,000 bond charged with four counts of aggravated child abuse.

Allen also is in jail under a $700,700 bond for four counts of aggravated child abuse and bad check charges.

Allen had taken paperwork out that would have kept Reep away from her.

Deputies said Allen was trying to hide Reep when they arrived and that she also tried to hide the 3-year old girl.

The Sherriff added Allen told deputies she was unware of any abuse Reep was inflicting upon her children.
