NHC Cavett Hill setbacks, noise topics at FMPC meeting


NHC Healthcare Farragut requested an amendment change in the elderly housing section of the Farragut Zoning Ordinance to accommodate plans for a new building addition at the regularly scheduled Farragut Municipal Planning Commission meeting, Thursday, Feb. 17.

NHC wants to amend the text of the ordinance to change the building setback from 100 feet to 80 feet where sites abut residentially zoned property on the side or back yard, since the plans call for a setback of 89 feet at one section of the building.

Ruth Hawk, community development director, said, “Because the facility was developed as an elderly housing unit with the assisted living facility section, they actually have greater setback requirements than what C-1 requires.”

NHC’s 120 Cavett Hill Lane property is zoned C-1, and the zoning requirements for both C-1 and nursing homes require less than 100-foot setback, Hawk said.

Tom Campbell, NHC director of development, said, staff is requesting consistency in the use of setbacks for this type of use. C-1 allows eighty feet for nursing homes as well as other businesses.

Ed Whiting, member of the Sugarwood Homeowner’s Assoc-iation, said he gets a lot of complaints about noise from NHC.

“The cooling tower noise seems to be a significant factor for the residents that live behind,” he said.

FMPC Chairman Bob Hill requested NHC to find a way to buffer the noise.

“As a neighborly thing it would be desirable to figure out a way to have those things have less noise,” Hill said.

Campbell agreed to find a way to address the noise issue.

The Commission agreed for the amendment to be written with an 80-foot setback for buildings and a 100-foot setback for mechanical and service units.

The Commission voted:

• To unanimously approve (8-0) an amendment to the site plan submitted by Blue Mountain Sports for Blue Ridge Mountain Sports, 11537 Kings-ton Pike, located in Village Green Shopping Center, to move its tenant space to the west and change the front building elevation, Zoned C-1.

• To unanimously approve (8-0) a final plat submitted by Southern Home Development, Inc., for Cottage Creek subdivision, located on the east side of Herron Road, Parcels 117.03 & 117.04, Tax Map 142, Zoned R-2, 8.48 Acres, 14 Lots.

• To unanimously approve (8-0) a request by Shiloh Home-owner’s Association to accept the private street in Shiloh subdivision as a public street.

In the workshop, the Commission:

• Agreed to hold a public hearing on an amendment requested by M & M Partners to the Fox Run -Unit 13 preliminary plat, to revise the drainage plan, Zoned R-1, 11.16 Acres, 13 lots.

• Agreed to hold a public hearing on a request by St. John Neumann School to amend the text of the Farragut Sign Ordinance, Chapter 4 of the Farragut Municipal Code, Sec-tion 9-406., to allow sponsorship signs/banners to be posted on the inside of the outfield fence at private schools.
