Hammond: Concord-Northshore temporary ‘three-way’ fix examined


Concerns about traffic snarls at the intersection of Northshore Drive and Concord Road have elicited a number of concerns from county residents, but Knox County District 5A Commissioner Mike Hammond said the county is working on a short-term improvement.

“One of the issues is that Northshore Drive is a state highway and the state determines what measures are needed,” Hammond said.

He said his office has received several phone calls from residents concerning the problems for drivers turning left from Concord Road onto Northshore Drive.

“The contract for a roundabout to be built at that intersection is scheduled to be let in September,” Hammond said.

Meanwhile, the county asked the Tennessee Department of Transportation to examine the possibility of creating a three-way stop at that intersection until the building of the roundabout, he said.

“T-D-O-T is studying that issue and haven’t given us an answer yet,” Hammond said. “Some of the concern is the issue of sight distance for people coming west on Northshore.”

Hammond said he has asked for a meeting with the head of TDOT, Commissioner Gerald Nicely, who is scheduled to be in Knoxville in the next several days.

“If I get to meet with him, I plan on letting him know that something has to be done about that intersection,” Hammond said.

The roundabout is a joint funding project between the county and TDOT. The idea is to incorporate the roundabout into improvements of Concord Road between Turkey Creek Road and Northshore Drive. The project is currently under examination.

In the meantime, Farragut town engineer Darryl Smith said the Concord Road expansion is proceeding.

“This is a joint project between the town and Knox County,” Smith said. “Knox County is really taking the lead on the project.”

The Concord Road expansion, being undertaken by Renfro Construction, includes expanding the road out to Turkey Creek Road. Smith said at the intersection of Concord Road and the Campbell Station Road extension, coming from the direction of Kingston Pike, a couple of lanes are being created.

When it is finished, there will be two left-turn lanes, one northbound lane and one southbound lane.

Smith said the Northshore Drive side of Turkey Creek Road is having a little work done to it as part of this project. This work is a precursor for a future date when funding and plans are available to expand Concord Road all the way out to Northshore Drive.
