Deakins’ ‘Ethics Committee’ post appointment on hold


A Knox County Commission vote to appoint Thomas Deakins, 6th District Board of Education representative, to the County’s Ethics Committee was deferred until the Commission’s January meeting.

Fifth District Commissioner Mike Hammond, who also serves on the Ethics Committee, made the motion to defer the vote at the Commission’s meeting Monday, Dec. 17.

“There is concern among members of the Ethics Committee about elected officials being on the committee, myself included,” Hammond said. “They are asking that there be a workshop, perhaps some discussion with County Commission, about the future of the Ethics Committee, about some of the thoughts that they have about the makeup of the Ethics Committee and so forth.”

Dr. Ron Stewart, member of the Ethics Committee, “was asking us to defer this for 30 days so that the Ethics Committee can come in and talk about some of the ideas they have on the makeup of the committee,” Hammond added.

The motion to defer was approved.

Knox County Mayor Mike Ragsdale and Commission Chairman Scott Moore presented, and County Commission approved, a proposal calling for the Ethics Committee to be formed by appointments from both the Mayor and the Commission at the Commission’s Monday, Feb. 26, meeting.

Section five of the resolution, approved Monday, Jan. 22, creating the Ethics Committee reads:

“A County Ethics Committee (the ‘Ethics Committee’) consisting of five members shall be appointed to one-year terms by the County Mayor with confirmation by the county legislative body, to be appointed each year at the same time as internal committees of the county legislative body. At least three members of the committee shall be members of the county legislative body; one member shall be a constitutional county officer or, should no constitutional county officer be willing to accept appointment, an additional member of the county legislative body; and the remaining member may be either a member of a board, committee, commission, authority, corporation, or other instrumentality governed by this policy, or an additional member of the county legislative body. …”
