A plan to build a 23-unit apartment complex for Knoxville’s chronically homeless population is in the works for Lovell Heights off Debusk Lane behind Frontier Liquor. The property alone will cost $500,000. Do you think this is a good location for the complex? Do you think the cost is too much? Do you think taypayers should be housing homeless individuals?
