New transportation projects on CIP
The current Board places a heavy emphasis on transportation projects. That’s why 73 percent of FY2027 CIP budget will go toward transportation and infrastructure projects. They want to keep traffic flowing as efficiently as possible in Farragut.
The Board and Town staff recognize how important it is to address traffic flow at the future elementary school now. The school is scheduled to open in fall 2027, and these projects are expected to be completed by then:
• New Sugarwood Drive access to Kingston Pike — A new access road will connect Sugarwood Drive to the intersection at Kingston Pike and Smith Road to allow easier access to and from Sugarwood subdivision during peak
traffic.
• Pedestrian crossing on Boring Road — A mid-block crosswalk from the existing greenway on the south side of Country Manor subdivision to a proposed sidewalk on Boring Road will improve pedestrian access to the new elementary school (A Knox County project to widen Boring Road is currently underway).
• Intersection improvements at Boring Road/Smith Road — A multi-way stop and reconstruction of Dominick Point will provide easier access for school buses.
Here are other noteworthy transportation projects in the FY2027 CIP:
• The second phase of Virtue Road improvements —This project will extend phase one improvements south to Boyd Station Road and tie into recent improvements there. The project will widen the roadway to two 11-foot lanes with curb and gutter. A 10-foot boardwalk will extend along the east side of Virtue Road from Turkey Creek Road to approximately 1,300 feet south, where pedestrians will be able to cross Virtue Road to a 10-foot shared-use path that ties into the greenway at the Grove at Boyd Station subdivision. This project is partially funded through the Knoxville Regional Transportation Planning Organization using Surface Transportation Block Grant and local funds. Construction is expected to begin summer of 2027.
• Adaptive traffic signal upgrades — Adaptive technology has been added to signals at the Town’s major intersections to allow the signals to adjust timing based on traffic demands. These improvements will be ongoing over the next two to three years.
• Campbell Station Road/Jamestowne Boulevard intersection improvements — This new traffic signal will make it easier to turn left from Jamestowne Boulevard onto northbound Campbell Station Road and provide a signalized pedestrian crossing near the school entrance. Construction is expected to be completed by spring of 2027.
• Watt Road roundabout — A roundabout on Watt Road at the southern entrance to Mayor Bob Leonard Park will provide traffic calming and improved pedestrian safety. Construction is expected to start in spring of 2027.
• Campbell Station Road/Interstate Interchange —This project is planned to take place in conjunction with Tennessee Department of Transportation improvements to the I-40/I-75 corridor from the merging of the two interstates to I-640. The improved interchange will have a diverging diamond configuration. The expected cost to the Town is $8.75M, broken into five payments that begin in FY2027.
While the Campbell Station Road interchange improvement is a larger project than the Town of Farragut has undertaken before, it illustrates something to keep in mind with transportation projects: they take a long time and cost a lot of money. There are many steps in building or improving roads, and delays can happen at each of these. In spite of these challenges, the Town is committed to planning ahead to provide high-quality infrastructure.
